V Encuentro Development Director Joe has served the Catholic Church for more than 32 years in a variety of highly responsible positions. He offers clients seasoned counsel in capital campaigns, major gift efforts, planned giving strategies, annual appeals, proposal writing, strategic planning, and the development of diocesan foundations. His expertise has enabled dioceses, parishes, schools and Catholic Charities offices to expand their ministries and help bring Christ’s love to His beloved people. Over a period of 11 years, Mr. Citro served as the Executive Director of new Catholic Foundations for the Dioceses of St. Petersburg and Venice. His tenure was marked by building strong relationships with parish leaders, involving the Hispanic community and increasing gifts managed by up to 500%. Joe is also a nationally recognized expert in working with Hispanics, a community he has served for 38 years. Mr. Citro has testified before the United States House of Representatives’ Select Committee on Children and Families on the plight of Hispanic immigrant families. He was also chosen as an outstanding provider of services to the Washington, D.C Hispanic Community. A former lecturer in Catholic University’s Graduate School of Social Service, Mr. Citro has been called upon to share his knowledge of engaging Hispanics at more than 40 regional and national conferences and trainings throughout the country. Internationally, Mr. Citro has been a featured speaker at conferences in Argentina, Colombia, Costa Rica, Grenada and Guatemala. Joe has joined the V Encuentro Staff as Development Director of the V Encuentro.
